I can reproduce it with 7.2.4.1

The detailed workflow:

1. Create a new document based on the default Writer template
2. Click File, then Properties, and then clear the Apply User Data check box.
3. Change the color of the Text Body style to red
4. Save the file as a template and place it in the LibreOffice templates
directory (on Windows, it is %AppData\LibreOffice\4\user\template). Close it.
5. Create a new document based on it and save it on the desktop
(C:\Users\YourName\Desktop). Close it.
6. Open the template and change the color of the Text Body style from red to
blue. Save and close the template.
7. Open your document. You **won't** see a warning that the temlate has
changed.
