Description:
0. LibreOffice version 7.2.5.2(x64) windows

1. new document -> type something 4 pages

2. format -> page style -> paper format -> User, width:5.5, Height:8.5

3. print -> Paper sides: Print on both sides (duplex short edge), Page Layout:
Paper Size: Letter (8.5x11) Pages per Sheet: 2

result: you will get 2 papers 
expected result:  1 paper on both side printed.

Steps to Reproduce:
1. new document -> type something 4 pages

2. format -> page style -> paper format -> User, width:5.5, Height:8.5

3. print -> Paper sides: Print on both sides (duplex short edge), Page Layout:
Paper Size: Letter (8.5x11) Pages per Sheet: 2


Actual Results:
page 1, 2 printed on 1st paper front side
page 3, 4 printed on 2nd paper front side

Expected Results:
page 1, 2 printed on front side and page 3,4 printed on back side
