Description:
I tried to type a comment (shortcut Ctrl+Alt+C) in portuguese in Writer. I
couldn't type 'á', 'é', 'ä', 'à'. My keyboard is configured as 'English(US):
English(US, intl., with dead keys)'. The language of my OS (Debian) is English.
The version of LibreOffice is 7.2.2.2.
Strangely I was able to type one word with diacritic (já) in a comment. But
99,9% of time I couldn't type any letter with diacritics.
In the text, I was able to type all letters with diacritics without problems.

I used the safe mode reseting to factory settings. I marked 'Reset settings and
user interface modifications' and 'Reset entire user profile'. The error
persisted. OpenGL is enabled.

Steps to Reproduce:
1. Open LibreOffice Writer
2. Press Ctrl+Alt+C to open a comment
3. Press ' then press A to type á. But only appears a. The same with Shift '
and A to type ä. But only appears a.

Actual Results:

Expected Results:
I expected the letters with diacritics be typed correctly.
