When selecting with keyboard (Ctrl+A, Ctrl+Spacebar, Shift+Spacebar, Shift+whatever), A4 remains as the active cell. When selecting a cell range (no complete rows or columns), the resulting active cell is the first (in time) selected of the last range selected; no matter if it is done with mouse or keyboard, with standard selection, extending selection or adding selection. So why, when selecting rows/columns, the active cell is the leftmost/upper of the last (in time) row/column selected? Why not the first row/column selected?
