I guess its in /core/i18npool/source/nativenumber/nativenumbersupplier.cxx but its difficult to understand. For instance, for "const Number natnum4[4]" there is a NUMBER_OMIT_ZERO_ONE_67 for NumberChar_Modern_ja, and for NumberChar_Lower_ko there is a NUMBER_OMIT_ZERO.
