Tested with:

Version: 7.4.0.0.alpha0+ / LibreOffice Community
Build ID: beb6c62e990599d91ac5d9183164c94d269027d3
CPU threads: 4; OS: Mac OS X 10.14.6; UI render: Skia/Metal; VCL: osx
Locale: en-GB (en_GB.UTF-8); UI: en-US
Calc: threaded

GPG private key does indeed show up in Preferences>LibreOffice>User Data when
LO is run by double-clicking on LibreOffice icon.

However (and this is probably a separate bug), there is no "Encrypt with GPG
key" check-box in "Save As ..." dialog box when UseSystemFileDialog is True
(i.e. when using MacOS Save dialogue boxes). One has to set UseSystemFileDialog
to False (via Preferences>LibreOffice>Advanced>Open Expert Configuration, then
seaching for "UseSystemFileDialogue" and toggling the Boolean) before it's
actually possible to save an encryted document.
