As it stands today, I would leave it as-is, which means that I don't think it should have been a bug issue until after all ability to resize the comments box was removed. Now that it is back to its original state I don't view it as a bug. BTW, to edit a comment in Excel takes only one fewer keystroke. Personally, don't don't consider it to be a bug at this point, more of a (very minor) preference for the way things should work.
