Well the description at 'To Character' reads as actually being about 'To
Paragraph'. I don't think the documentation/help being really good frame of
reference. 

One of the major problems is the lack of clear specifications what it being
desired, from user perspective and technical perspective. Where the technical
aspect very important, as images (and anchors) have lots of influence on layout
bugs.

A core problem is the way I presented the issue. And this is not 'bug' with
clear cut current bad, old good. But questioning about the design
specifications. 

(A) It still not clear what the conceptual design considerations
(specifications) where at the time of introducing 'To character' anchoring (but
that's likely something from the StarOffice day's; 
My impression is that 'To Character' anchoring being developed as proof of
concept design spun out of 'To Paragraph' anchoring (back the day). It stuck at
that point ever since. So instead of pre-descripted specifications it started
with trying what being possible. A valid approach, but try-out never got to
defining how it should be within parameters of possibility's. 

The position of the image on paste was less of an topic when everything
anchored 'To paragraph' (result might be bit 'off', but acceptable), for 'To
Character' it becomes kind of arbitrary
Author losing interest, other priority's.. whatever.. the development has taken
some twist and turns of the years. 

(B) To Character got promoted to prime time usage in 6.4 (?) because of
compatibility reasons, but not across the board, certain object still inserted
"To Paragraph". Creating again odd blend of insertion to character/to
paragraph. Without a clear goal/vision or any time frame where something gets
harmonized. It was pretty much a solo action of developer, trying to solve a
problem ad hoc. The free for all approach isn't always that ideal, IMHO.
Central coordination does have certain advantages once in a while
