There is nothing special about those particular settings. I'm stumped. Maybe the problem occurs only with certain screen resolutions and/or Gnome extensions. My monitor is 1920x1200 which is fairly unusual. Also I have the Gnome "Dash to Panel" extension installed, with the panel at the bottom of the screen (not the default left edge), with Panel thickness set to 48 pixels.
