Dragging anchor moves image under circumstances
Steps to Reproduce:
1. Open the attached file
2. Select Frame 1 (frame with figure 1 text)
3. Change anchor to 'To character'
4. Left click (and hold). Move the anchor down & release. notice what happens
to the image
5. CTRL+Z everything
6. Repeat 2-4.. Now it's working as expected

Anchor dragging doesn't affect position of image
