Description:
1) Open the StartCenter
2) Click on the dropdown menu arrow on Templates
3) Click on Manage Templates
4) Click on the Extensions button - nothing happens

Actual Results:
The "Extensions" button in the Template Management dialog is inactive.
Expected Results:
The button should open a link in the default configured OS browser of choice
and load a URL for the Extensions page.
