See attached screenshot, bottom right of image, you will see a truncated
tooltip for "Style Inspector". Only "Style" is shown on this monitor, whereas
the remainder of the text appears on the left side of the right-hand screen. I
would consider this 'normal' behavior if the window was spread across the
monitors, but when the window is maximized in the left monitor, then nothing
should be spread to the other, not even pop-ups.  They should be
right-justified to the window so that it is readable as if it were a single
monitor setup.

It seems that there is a logic error where the tool-tip needs to check if the
window is maximized on a multi-screen setup and adjust as required.
