Setting SfxSlotMode::MENUCONFIG/TOOLBOXCONFIG/ACCELCONFIG to true is supposed
to enable the customization for menus, toolbars and keyboard [1].
If all are set to FALSE the entry, for example FN_OPEN_FILE, is not available.
But if one is TRUE (tested with AccelConfig and MenuConfig) the command is
listed on any other category as well.
