My suspect is that when I changed the "format" of the bullet (e.g. bullet vs. number), then a new "list" was created (instead of changing the list format of that level (as I'd expect)). That would explain why adding another item, and then "going up" one level cannot continue numbering (because it's a new different list). However: How can the user see that the list is a different list?
