If I open a file downloaded from internet (that is saved probably in a temp
directory after), the file is read-only. When I save it to the disk, at my
choosed location, it stays read-only. I have to reopen it to edit. In the
precedent versions, after saving, I could work immediately with it.

I'm not sure, if this is a LO bug. I assume the configuration of the file you
are downloading depends on the individual file?
Is this still reproducible on LO 4.0? If so, please re-open this bug and
provide OS, LO version. Ideally attach a sample file and include a step-by-step
of how to reproduce the problem.
For the time being I'm setting this bug to "NOTABUG".
