Sample Document Showing Bug
Precondition for tests is that in simple normal documents it works for you that
when you open a document caret is at the same position as when you closed the
document and focus is on flashing caret.
Steps how to reproduce with "LibreOffice 3.6.5.2 " German UI/ German Locale
[Build-ID: 5b93205] {pull date 2013-01-18} on German WIN7 Home Premium (64bit):
1. Open attached sample document
2. on page 9 before the first character of the text line below the picture
insert a comment with a simple "x" as text
> comment will additionally show your name as Author
3. Click before first "i" second text line below picture
4. Save with new name, close and reopen document (form menu "File ->
Recent documents")
Expected: caret flashing before first "i" second text line below picture,
focus on caret
Actual: Focus at top of page (more or less), may be no caret visible
The first moment it seemed that the focus would be somewhere nearby
picture, but then it switches to top of document.
What might be the reason?
10. Continue after step 4:
11. If necessary, menu 'View -> Toolbars -> Enable Form Controls"'
12. If necessary enable form controls edit mode
13. Click big button at top of page
> Control Points appear
14. <Del> to delete
14. Proceed analogous to steps 3, 4 to save document with an additional comment
> Now it works fine, caret and focus at latest caret position

So the reason for the problem is the button. I did not yet test whether the
problem appears with other documents or whether additional conditions are
precondition for the bug.
The sample document is based on a document with history back to OOo 1
(possibly), I did not yet test a newly created sample document.
I did not yet test with what version that problem appeared
