So it is expected that this page starts download automatically, and also suggests you some steps to take if it doesn't happen for some reason (it could maybe happen that one of the mirrors that got picked for you was unresponsive, or that your browser has some settings preventing automatic actions). If you go to the "manually pick a mirror" link, and notice which mirror is reported as closest to you, it might help to recognize an unresponsive mirror, and disable it to avoid the problem.
