It's the 'Navigate By' control and there is a tooltip that appears when the

There are several categories in the 'Navigate By' drop down that are not in the
content tree. 'Page', 'Recency', 'Reminder', 'Repeat Search', 'Control',
'Graphics', 'Field by type', 'Table Formula', 'Wrong table formula'. The two
buttons to the right of the control 'Next [category]' and 'Previous [category]'
are used to move to the next or previous category position in the document.
