And that's the case here. It's not wrong conversion, but wrong MSO DOCX fileopen. (Also wrong is to set Blocks without testing first. I remove that.) But there's more. This DOCX is saved in MSO 2016 and opens wrong with double H/F test with OO and LO 7.4+, so Inherited. But opens with normal single H/F resaved in MSO 2016. MSO saved DOC also opens OK. I confirm with Low priority.
