This issue does not manifest itself on all Windows 10 installs, but when it
does the solution is to edit the registry entry:
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\.NETFramework\Security\TrustManager\PromptingLevel
where there are 5 sublevels, all might be "Disabled". It is not possible to say
specifically which one should be enabled, because Microsoft does not provide
this information in the error message, so trail-and-error testing is required,
followed by a reboot. Enabling sublevel "Untrusted Sites" worked for me.
