My guess, it's not a real dictionary but a place for user-defined words with
some preinstalled content, for example in "Technical".

See also bug 143308 "refine custom dictionary installation", bug 143290 "no way
to deselect 'standard.dic' permanent", and the duplicate bug 68576
"Pre-installed User-defined Dictionaries Can be neither Modified nor Deleted".

When I build from master with --without-myspell-dicts and --with-lang=de es, I
get some Hungarian and Slovenian dictionaries too. Could imagine Standard alone
in the list (containing the technical terms).

The "user-defined dictionaries" meaning installed per extension are listed in
this dialog and per tools > options > language settings > writing aids. It's
not listed among the user-defined dictionaries.
