If I understood the use case correctly, the same happens with Orca on Linux
with the gtk3 VCL plugin and the issue can be reproduced with attachment 179397
as shown in screencast attachment 179398.
Nothing is spoken for the frames when moving there with the cursor either (in
the sample doc, frames are anchored as chars).
