The Navigator has the ability to track the position in the actual document
within the Navigator subtree. However, there is different tracking logic and
toggling for the different categories of items in Navigator. For Headings (=
Outline-level = chapters, ugh, naming in LO) - there is "Default", "Focus" and
"Off". It's not exactly clear to me what the difference is between the first
two, but: Outline tracking should _not_ occur by default when the selected item
in Navigator is not itself an outline.

You see, when you're browsing some other item category, e.g. comments, and then
move around a little in the document surrounding the comment, you don't want
the whole comment set out of the Navigator view, and a large sub-tree of
numbered Headings appearing. You more typically want to keep the layout you had
just interacted with.
