I'm the dupe bug author. Some more points:

* There _may_ be cases when even a focused comment gets the wrong context menu.
I don't have reproduction instructions, but when looking at the context menu
choice code, please be on the lookout for something like that.

* Hovering over a comment changes its frame and the dashed line to it from the
document, hinting that it has become focused, or at least that it's
semi-focused, close-to-focused etc. That makes the context-menu choice even
more puzzling, because the user is basically certain they're seeing a context
menu for the comment, and may well have lost sight of where the cursor is.
