Example RTF file from Word 2013
Attached document contains a table with different number/width columns per
rows.
This falls apart in Writer, all rows have the same width and cells have
different widths than in Word.

This was bad all the way back to 3.5, sometimes in slightly different ways.
May be related to bug 116194 where something similar was fixed for docx after
initial implementation in bug 44986.
