Description:
When trying to open the Preferences, without having an application component or
the start center opened, preference pane does not show.
Steps to Reproduce:
1. Start LO
2. Close Start Center
3. In Menu Bar, click LibreOffice >> Preferences
Actual Results:
Nothing happens.
Expected Results:
Preference (Options) pane should open.
Reproducible: Always
User Profile Reset: No
