You are using Windows, right?

What is the input language setting for your keyboard?

When I use Brazilian Portuguese interface and:

English (United States) keyboard, then Ctrl+Alt+E opens Extensions Manager.
Danish keyboard input, then Ctrl+Alt+E inserts €

Maybe that gives you some insight for making some experiments, and for
understanding that (probably) your operating system is "overriding" Ctrl+Alt+E.

(It is possible to change this shortcut, but the only way I know involves
saving and editing the current.xml file in the keyboard configuration, then
reloading. In other words, not so straightforward.)
