Are they consistent with the dimensions on the paper?

I have not seen it either. Shouldn't this be a function of the paper type
selected?

What do you mean by "sections"?

I originally created the template using File -> New -> Labels, but that was
years ago, with an older version (6.x.x?). As it is fairly fiddly to get the
graphics correct on the labels I just open up last years file and change the
year and database.
