Sorry for my late reply. I think the second problem has been reported in bug
132248.
So we have the first issue: "Frame should respect page margins" I would treat
this as enhancement request. So let's ask design team for their opinion.
personally i'm not sure about it. There might be situations with unwanted
positioning beyond the page margins, but we also have situations where this is
intended.
