The toolbar button and the default keyboard shortcut Ctrl + Shift + F12 are assigned to a special action "No List" that *removes* any list from the selection. The old bullet list toolbar button and its shortcut Shift + F12 are still there, to the left of the "No List" one (two related buttons there, for unordered (bullet) lists and for ordered lists).
