I can confirm in windows 32 , came here because data validation is really
broken:

1- When you change the type of validation, in the dialog, the customizable
parts of validation don't change according to the type of validation selected.
It just remains on the first one you place after "allow all".

2- On choosing "Cell Interval" and choosing a range, the box where the range
should be dissapears, and the blinking cursor appears misplaced. (if you go
back to another validation type, the box with the condition now appears
misplaced, dissapears on changing windows. Choosing "List" makes the box
reappear, misplaced). After it is misplaced, the box is no more selectable. 

3- (Original description) On choosing "Cell Interval" and pressing accept, a
second data validity dialog takes focus. Pressing ok in it crashes Calc.
