I have attempted to reproduce the issue on OpenSUSE 15.2:

Version: 7.1.4.2 / LibreOffice Community
Build ID: 10(Build:2)
CPU threads: 8; OS: Linux 5.5; UI render: default; VCL: kf5
Locale: en-GB (en_GB.utf8); UI: en-GB
Calc: threaded


I can insert the MP4 video in Impress, but the application becomes unusable
after inserting the video: I can't go to the Master slide or even to the File
menu to close the Impress file. When I press F5 to activate presentation mode,
I get a gray rectangle where the video should be and quitting the presentation
does not work. I need to close Impress using Alt F4.
When I restart Impress, the application offers to recover the slideshow.
However, if I do that, I end up with the same issues as described above. If I
want to do something useful with Impress, I need to discard the file recovery.

Below are some of the data that VLC provides about the video:
* Stream 0:
  - Codec: H264 - MPEG-4 AVC (part 10) (avc1)
  - Color primaries: ITU-R BT.709
  - Color space: ITU-R BT.709 Range
* Stream 1:
  - Codec: MPEG AAC Audio (mp4a)
  - Sample rate: 48000 Hz
