Unfortunately, it will very often be the case that _most_ of the document will
be marked. In fact, when only a small fraction of the document is marked, the
author is likely already using styles for most things...

What would that precedence mean?

Note that MS Office can show pseudo-styles - combinations of direct formatting
- in the styles bar, and lets you select all items with the same pseudo-style,
possibly replacing it with an actual style.
