This is split out of bug 148455
When attachment 179687 is saved as docx and opened in Word, the numbering
appears as (..a) instead of the original (a).
1, Open attachment 179687
2, Save as DOCX
3, Open the file in Word.
Numbering changes from (a) to (..a) in Word (2013/2016) but not in Writer upon
reload.

new ODF numbered list parameter loext:num-list-format
After this the two extra dots appeared in the odt attachment 179687 [details]
file as well until:
