I set Page Style to be 8.5x11 portrait (0.25" margins).
The Form Designer instead give me a page that is about 18" wide and 7" high.
It then limits where I can put controls; none are allowed to extend below the
visible boundary of the window. Enlarging the window give me another half inch
in the height, but does not let a control go below the new edge.
