Those anchors will be included if you select multiple (2 or more) paragraphs Should the images/shapes being concluded if a single paragraph is selected (in theory), to be included in the move (drag drop) or cut paste by default. Or is the current behaviour the more sensible one I find the current behaviour unintuitive.
