Yes and considering the fact that Unicode may evolve (there are 16 planes: BMP is practically full; plane x01 is beginning to be heavily populated), you can't be exhaustive and the list is likely to be huge and thus unmanageable. That's why I'd accept "recommendations" in documentation. Then it would be user's responsibility to avoid pathological cases.
