What could even "If the IsMissing function is called by the ArgumentName, then
True is returned" be supposed to mean?

Unless there is some cryptic meaning hidden behind "function called *by*
argument", the correct description would be

> Returns True if ArgumentName has an assigned value in the caller function, 
> False otherwise

or something in the line.
