I'm not sure exactly which part has the error, but it bisected in LO 6.1 to

The issue is with attachment 174540 (from bug 144092). There are two empty
rows, and the arrows are supposed to be pointing to the centre of each empty
row.
A PDF comparison suggests the problem is with the table shrinking - especially
related to the empty rows.
[Note: other issues caused even more problems with empty rows since then. Those
regressions have been fixed in 7.5.]
