Good point. So let's just have this option enabled all the time. And name it
"Right-aligned (Scrollbar left)".

The checkbox label is at sw/uiconfig/swriter/ui/viewoptionspage.ui accessed in
sw/source/ui/config/optpage.cxx where
if(!SvtCJKOptions::IsVerticalTextEnabled() )
m_xVRulerRightCBox->hide();
needs to be removed.
