My question is how does MS Word handle this? With MS Word 2003, it looks
identical to LO. The .docx has less spacing than the .doc. So import/layout
looks fine.

My guess is there is a compat layout setting that has to act differently for
DOCX. So export would somehow have to detect that and make adjustments. Tricky.
