This MAY be a duplicate of bug 121339, as the visible indicators are the same.
ie the Starting screen bar gets about half-way and then just stops. I've waited
close to 45 minutes and not seen any progress. If I run soffice with
--safe-mode then the program does eventually start up after about 20 minutes.

I did a quick strace of the startup and saw that most of those 20 minutes were
taken up by reading font files -- I am a designer and have TENS OF THOUSANDS of
fonts installed at any time. Enumerating them as part of a start-up sequence is
going to be an issue. I suspect that other folks complaining about slow start
up times have many fonts installed as well. (Someone who just has all of TeX
installed will probably see significant delays on startup).

This is a regression from the previous version I was using, as I have had these
fonts for ages and recently upgraded LibreOffice before seeing this issue.
