Thank you for reporting the bug. I can reproduce it with your document, but not
in a new document.

Steps:
1. Open attachment 182199
2. Insert a new section with three columns and insert some text in first column
3. Insert footnote in first column

Actual result:
Section expands to the bottom of the text and footnote is added to column

Expected result:
Section doesn't change height and footnote is at normal position. This is also
the actual result with steps 2 and 3 in a new document.

Additional information
Doesn't happen if section has only one column.
