In Windows 11 I have set `Start menu > Settings > Accessibility > Visual
Effects > Always show scroll bars` to ON. Except for LibreOffice, all apps,
including Edge, Word 2010, Thunderbird, & Firefox, show the up/down arrows on
the scroll bar for scrolling a line at a time.
On all programs within and all versions of LibreOffice I have installed 6.2.8.2
- 7.4.0.3 the arrows are no longer visible unless the arrows themselves are
hovered over. You have to know exactly where the arrows because hovering
elsewhere on the scrollbar does not show them.
Expectation: The arrows are always visible when "Always show scroll bars" is
set to on.
