I started an Impress session in safe-mode to make sure I had the "Vanilla"
experience.

I can confirm what V Stuart said. If you type any text and select it, the
Properties panel will appear and the first section has Character formatting
commands. It's hard to miss.

Maybe what you want is the same offered by MS Office, where the "popup" is a
toolbar? See link below:
