Description:
Menu and dialog window titles use mixed typography:
– typewriter and typographical apostrophes, for example
Don't shift
but
Do_n’t Save;
– ASCII and Unicode quotation marks, for example
Use '%ENGLISHUSLOCALE'”
but
format “%FORMATNAME”;
– mixed title case, for example “Read-Only”, but “User-defined Index”;
– incomplete title case, for example “ends” in “Straight Connector ends with
Arrow”.

Expected Results:
Support Unicode apostrophes and quotation marks, unified title case, e.g.
capitalization from 4 (or 5) letters in title case titles, capitalization after
dashes
