I don't know why Cor was unable to reproduce; however, for the record.
This behavior is correct and intended; headers and footers (including their
contents) completely and solely are attributes of respective page styles. There
is no "content area" for them outside of the respective styles; and thus, they
must be replaced to whatever is defined for these attributes in the page style
coming from the template.
