Interestingly enough, I installed OpenOffice to see if it was also affected (and I don't expect its code to have changed in ages). However, I was surprised to find that it behaves as a program should when high contrast mode is on (that is, inheriting the color scheme of whichever contrast theme is applied... in my case, the menu bar is not blank and the menu items can be seen without hovering over them).
