My theory is that something is happening to the file in passing it back & forth
between LibreOffice and Google Sheets. Again, I usually edit the spreadsheet in
the latter, but the totals in question are always correct. 

Then when I later open the spreadsheet in LibreOffice, the cell referencing the
other tab/sheet is initially ignored in the SUM calculation. However, I'm
finding that once I make any kind of edit to the source tab/sheet, then
suddenly LibreOffice "sees" the total in that cell again, even if my edit made
no change to the value.

I attempted to create a sample spreadsheet that would reliably demonstrate the
issue, but was unable to duplicate the problem, even after passing the test
sheet back & forth between Google Sheets and LibreOffice. 

So I'm at a loss to explain the problem that I'm seeing in my Budget
spreadsheet. Maybe something is just slightly different in the way the two
pieces of software safe the spreadsheet file?
