Basically, if you alter the window size or maximize it, and then close the window, the view will be remembered by LO Base itself and/or the window manager until you alter it again - it is not stored in the .odb file, AFAICT. For the record, the individual column widths of the fields are saved in the .odb file and properly restored, regardless of the window size. All tests using the default embedded HSQLDB.
